Review Authority: The Chewelah Planning Commission will hold the only public hearing and forward a recommendation to the Chewelah City Council who will take action on the proposal.

Application/Description of Proposal: File No. PPA-02-07 (Vista Ridge), a request for preliminary plat approval for 8 lots
Location of Proposal: Parcel No. 294327, located in Section 14, Township 32 North, Range 40 East, Willamette Meridian, City of Chewelah, Stevens County, Washington

Environmental Determination: The City has determined that this proposal does not have a probable significant adverse impact on the environment and has issued a DNS pursuant to WAC 197-11-340(2). An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. The City must receive comments on this threshold determination no later than 5:00 p.m., June 19, 2008. The lead agency will not act on this proposal for fourteen (14) calendar days from the date issued. The City must receive comments on this threshold determination no later than 5:00 p.m., June 14, 2006.
An appeal of this determination must be submitted to the City within fourteen (14) calendar days after the date issued. This appeal must be written and make specific factual objections to the City’s threshold determination. Appeals shall be conducted in conformance with Section 16.04.240 (Appeals) of the City’s Environmental Ordinance, appeals shall be limited to a review of a final threshold determination.
Applicable Review Criteria: The City of Chewelah Comprehensive Plan and Sections 18.08.060 Single Family Residential (R-1), 17.12.050 Preliminary Subdivision Plat, and 16.04 (State Environmental Policy Act Guidelines) of the City of Chewelah Municipal Code are the primary development regulations applicable to the proposal.
Hearing Process and Appeals: The Chewelah Planning Commission will conduct the hearing pursuant to the rules of procedure adopted in the Chewelah Municipal Code. All interested persons may testify at the public hearing and may submit written comments and documents before or at the hearing. The Planning Commission may limit the time given to speakers. In accordance with Section 18.20.030 of the CMC only one public hearing (before the Planning Commission) shall be held prior to City Council action. All hearings will be conducted in facilities that are accessible to persons with physical disabilities.
Staff Report and Inspection of File: A staff report will be available for inspection seven (7) calendar days before the hearing. The staff report and application file may be inspected at the Chewelah City Hall, located at the 301 East Clay Avenue, between 8:00 am and 5:00 pm, Monday-Friday, excluding holidays.
